What is NPR?


NPR stands for National Population Register, it is a register of usual residents of the country, the Usual Residents are those citizens who live in local area of country for the past 6 months and they planned to live more 6 months in that country.


It consist citizens and Non-citizens because anyone can live in any country by using VISA.

It is legal type of register because NPR grounded in Citizenship Act 1955, it can be used to make NRC, the questions include demographic details such as Name, Age, Sex, Relationship in household, nationality, educational qualifications, occupation, DOB, Marital status, residential address, birth place and mother tongue.

This questions seems to be similar with Census but one question asked in NPR that is not asked in Census   NPR asks a respondent where his or her parents were born. In this process, government employees come to each and every citizen’s home in  every states excepted Assam (Because NPR already done there).



What is NRC?


NRC stands for National Register of Citizens,  it creates a list of all residents of the country, this is the register which is directly link to CAA. It identify the doubtful citizens.



What is CAA?


 It stands for Citizenship Amendment Act,  which is the Act of citizenship and help us to make how can we determine either we are legal citizen or illegal citizens.




What is Citizenship Amendment Bill 2019?


The Citizenship Amndment Bill is Legislation which will amend citizenship Act of 1955 granting Indian citizenship to Hindu, Sikhs, Christians, Buddhists, Jains and Parsis fleing from Bangladesh, Afghanistan and Pakistan.

It changes the definition of Illegal migrant which given in CAA, at there illegal immigrant is that person who entered in India without valid passport or without any travel document.

This bill’s definition for legal Migrant is that any person belonging to Hindu, Sikhs, Christians, Buddhists, Jains and Parsis fleing from Bangladesh, Afghanistan and Pakistan entered in India before 31st of December,2014  and after that who will come consider to be illegal migrant.


What is the Relation between NRC and NPR?


NPR- illegal Migrants = NRC
If you subtract Illegal Migrants from NPR then you will got NRC from there.

 

How this NRC differ from Assam NRC?

  
In this NRC, government employees come to the citizen’s home but In Assam NRC citizens go by their own to register themselves in that list.



Is NPR linked to Census?


No, they are not linked to each other but they can be helpful for each other, NPR is being conducted under the Citizenship Act ( CAA) of 1955 and 2003 while the Census is done under the Census Act of 1948.

Census data is kept secret can’t used by anything else, but the NPR data will be publicly displayed as part of the claims.
Census purpose is to make policies for the welfare of the citizens while NPR used to establish citizenship.

This question arises because NPR was first updated in 2010 and Last census was updated in 2011 so people thought they are related to each other.

Is NPR Linked to Aadhar Card?


The UIDAI scheme for insurance of Aadhaar numbers was also ON, those persons who have already enrolled for Aadhaar need not give their biometric details again during NPR.

Is NPR linked to CAA?

 There is no direct link but they are inversely related to each other, means if the NPR will made so we can got NRC and which cause we can apply the CAA.

Why our Government took this decision?


As we know, Citizenship Amendment Act 2019 received presedential assent on Dec 12, 2019. This decision took by our government to stop Immigrantation ( a person who comes to live permanently in a foreign country). In 12th- 20th century, Parsis comes from Iran and got lot of space in Maharashtra and Gujarat, In 1947 when partition of India done ,where Pakistan formed so lot of the people come from Pakistan and stayed in India. We accepted some of the Indians gone there but that was very less amount, , China’s Tibetians came in 1959 , when Bangladesh Liberation done of 1971 then lot of immigrant came, China’s Tibetians came in 1959 and in 1980 Sri lanka Civil War occurred which cause lot of immigrant come in India. In 2015, lot of Rohingyas of Mayanmar come in India so to stop this history our Government took this decision.
